Parameters for monitoring official websites are the websites' features to be evaluated within the monitoring.
A parameter can belong to one of the two types: a content parameter or a usability one.
A content parameter is a feature revealed by experts and characterizing informational filling of a website.
A usability parameter is a feature revealed by experts and characterizing technological, software, and/or linguistic tools enabling usage of a website.
Before developing a full parameter list, the following should be performed:
- analysis of actual legislation regulating government bodies' competence and access to official information;
- analysis of technological, software, and other requirements to maintenance and usage of government bodies' official websites and other online resources;
- analysis of international experience in the field of maintenance of official governmental websites;
Informational openness of an official website is characterized by its contents' compliance with the relevant parameter list.
